我认为这里应当选择A。如果使用allow的话，应该这样说：The goverment had allowed them to leave the country.

（2）admit是指接[容]纳、承认

（3）promise作动词使用时是指答应、 许诺，常见用法是 sb. promise sth. 或者 sb. promise (sb.) to do sth.当然也有promise后面加that从句的用法。
You must promise not to mention.
你必须答应不提此事。
They promised us that they would come.
他们答应我们一定会来。
The clear sky promises fine weather.
晴朗的天空预示好天气。
选A。只有A可以直接加双宾语，意思也最通顺。我觉得这题就是考双宾的问题
