Traffic become heavier and heavier in our city,（become应该是becomes，不过个人觉得用is becoming 或者 has become会更好一些）especilly when the economy develops greatly these years.（这句读起来比较别扭，但语法似乎没什么错误，感觉将两句的位置调换一下，把especially when 改为as这样会好一些）So the traffic regulations are very imporant and necessary.

firstly,As the saying no rule no country, without traffic regulations, our wealth and lives will not be protected.No one knows who should take the responsibility,and then our city would be in a mass（弥撒？mess吧？）. What a terrible the situation will be! （此处应为How terrible the..）

Scondly（Secondly）, the government adjusts and controls traffic by traffic regulation. With the motor industry's development and people's income's increasement,buying a private car is not an apple which wo（这个是？） cannot reach.The more cars the more dangers will occur.（应为The more cars there are...dangers改为accidents较好）At the moment,（这句有些奇怪，为什么是at the moment?是在什么时候？） obeying traffic regulations become（becomes） more important.

In a word, traffic regulation is one（a kind 较好） of the most important laws in our daily life. You use it everyday unless you won't go out anymore.（前一句用将来时后一句用现在时通顺些）

第一行：Traffic becomes.
第五行:What a terrible the situation will be!
删除个will,虽然是将来时,但这个句子还是用回一般现在时.
第六行: traffic by traffic regulations.
第八行:which who cannot reach
第九行:Obeying traffic regulations becomes more and more important now.
