City governments finance planning exercises through central and provincial government as well as through local government funding. Funding is obtained through a competitive bid system. Cities vie for limited resources by preparing proposals based on past development and growth. Along with the bid system, lobbying and connections can be important in obtaining desired funding. Those cities that are well managed and show the most economic progress have a tendency to get the most funds. Cities such as Hangzhou for example do very well. Its industrial growth is one of the most impressive in China and it is considered one of the richest cities in the country. As a result, Hangzhou has a very sophisticated planning group and excellent and increasingly accurate statistics. The problem encountered is that more poorly managed urban areas often those most in need of development are left out because they lack the sophistication and planners to put forward an acceptable bid. As a result, there is a growing dichotomy between the richer more dynamic cities and their poor cousins. Some of these "poor cousins" have considerable tourism potential.
