这里的he's不是he is而是he has的缩写.
根据问句"BILL在哪?"回答"他去图书馆了"
所以可以排除he is的情况,也就是going的答案.
to see ,can't wait to see等不及
gone，he has gone to ,表示已经去了
没有听说过wait doing 倒是有can;t help doing ; 第二句has gone.
