1.at the moment可不可以用过去式，如I was busy at the moment.

at that moment 肯定不能直接用将来时
at the moment 大多数情况下表示“当前”，但口语里表示“在那个时候”等同于“at that moment" 加过去时也勉强说的过去，比如：Then it was my turn to give the speech， but i was so never at the moment that I could hardly open my mouth.
At the moment is the same as at that moment. The former is more formal and is used in writing, while the latter is more casual for verbal expression.
只能讲“is busy at the moment"."at the moment"指的是现在。
也只能讲"was busy at that moment"."at that moment"指过去的时候，而且是特定的。
at the moment:表示"就在当时".可用于现在时.
at that moment:表示"在那个时候".
它有两种用法:1.用于过去时,指以前的那个时间.
2.也可用于将来时,但必须是前文已经把将来的时间说出来了,此短语也就表示"到那个时候"
对我上面一条进行补充,at that moment还可以用在将来完成时态,表示在将来某个时间将会完成的事情.
其实在过去和将来在中time的使用要更普遍自然些
