用比较简洁的概括来说，question 是需要“解答”的问题，而problem 是需要“解决”的问题。
Question 是往往是“疑问”，但problem 所指的问题，往往是“老大难的问题”。
这两个词在实际使用中，一般不能相互替代。 例如
Please answer the following questions.
请回答以下问题。（这句话常出现在作业和试卷，可不能说please answer the following problem哦）
We have 10 people here, but the van has only 7 seats. This is really a big problem.
我们这里有十个人，但这面包车只有七个座位，这可是个大问题。
我用以下这句英语，来概括两者的区别吧：
If there is a question, you need an answer. If there is a problem, you need a solution.
problem =difficulty
I'll have a problem to get here.I have some difficulty that prevents me from getting here.
question问题
question意思是对一件事情有疑问．
problem意思是某件事情有问题，通俗讲就是”毛病”
question
n.问题, 疑问, 询问
v.询问, 审问, 怀疑
problem
n.问题, 难题
question的这种问题带有“疑问”的含义，但是problem的这类问题比较具体了，使针对某一具体事务。
一般PROBLEM的范围比较广，比如水资源问题，可以说Water problem，但是不能用QUESTION。
