Abstract:This thesis has found that laborers oriented for outside ( or other areas)is the best- direct and efficient way(solution) in tackling(surmounting,overcoming)the problem of the ample(abundant)laborers in rural areas.By(Via) analyzing the status quo of the laborers oriented for other areas,and the poor educated and ill-skilled laborers,the uncomprehensive laborer information system,the urban and rural dual laborer stucture overally.and via the analyses of restrictive factors ,advancing the countermeasures in accelerating the laborers oriented for other areas in Guyuan city so as to speed up the comparatively well-off life procee in the rural areas of Guyuan city.
