That is a clever plan.那是个巧妙的计划。

smart与clever同义，但更强调顽皮的一面。例如：
You cannot cheat him because he is a smart boy.你骗不了他，因为他是个聪明的男孩。

两个都有聪明的意思，英国人认为表示聪明时两个词可以通用。美国人认为smart表示聪明，智商很高，而clever有点耍小聪明的意识。。在美国人面前慎用clever。。。

smart： 聪明，一般用语。
clever：更聪明，智商很高。

以上说得都不准确，clever一般是指会耍小聪明，有手段，smart是指天生的聪明，敏捷。
clever也是褒义词
