确实be of 后面常常接抽象名词，表示具有某种“特性、性质、状况”等。
这句话却不能像of great importance=important那样，简单把growing concern翻译成形容词形式，因为concern的形容词说法用汉语不好说，所以这里我觉得这句话应该翻译成：
产量的增加引起了全世界的执法官员的关注。
enforecment写错的了吧，应该是enforcement
be of 后面常常接抽象名词，表示具有某种“特性、性质、状况”等。
比如：This matter is of great importance.这是至关重要。

(sth.)be of 表示某物的性质．
后面常常接抽象名词，比如：
