I think it's a middle-ages/medieval love poem. The man 'writing' or speaking it is out working - and wishes that it would rain, to halt the work and allow him back to bed with his lover. I believe the poem is as simple and elemental as that...

We can't be sure of the full situation of the speaker here, but there is no mistaking the heartfelt longing for home in the voice. It is that unmistakable human passion that has caused this scrap of poetry.

This is a hauntingly beautiful poem whose melody became the basis for John Taverner's Western Wind Mass. It appeals to modern readers because of its combination of passionate directness and mystery, partly caused by the antiquated language. The Western wind brings the spring rains, gentler than the torrents of winter. In structure it is remarkably like a haiku, two lines taken from nature and another two about personal feelings. Today we would insert "that" at the beginning of the second line. How does the order of the lines make the conclusion especially powerful?
