Work Permit (R Pass)的说明
Work Permits (R Pass) are for unskilled or semi-skilled foreign workers who wish to work in Singapore. Work Permits are generally issued according to the needs of industrial sectors such as the construction, non-construction and domestic sectors.

What Are The Criteria?

Foreign workers holding Work Permits are usually semi-skilled or unskilled.

There are restrictions on the nationality of foreign workers you can employ depending on the sector you are in.

For instance, service companies can only hire foreign employees on Work Permits from Malaysia, Hong Kong, Macau, South Korea and Taiwan.

What Levies Do I Need To Pay?

You have to pay Foreign Worker Levy every month. Rates vary depending on the sector that the foreign worker is employed and his/her skill level.

You have to pay Skills Development Levy for Work Permit holders whose gross salary is less than S$2,000.

Is There A Quota?

Yes, there is. It is known as a Dependency Ceiling and it is based on the number of Singapore Citizens that you have in your workforce.

The Dependency Ceiling is different for different sectors.

Sector Dependency Ceiling
Manufacturing
Up to 60% of company's total workforce

Service
Up to 40% of company's total workforce

Construction
1 local worker: 4 foreign workers

Marine
1 local worker: 3 foreign workers

Are There Any Other Rules I Should Be Aware Of?

Foreign workers are required to go for a medical examination and be certified fit for employment by a Singapore-registered medical practitioner before a Work Permit will be issued or renewed.

You need to put up a S$5,000 security deposit for each foreign worker holding a Work Permit (except for Malaysians).

You must buy Workman's Compensation for Work Permit holders.

You are responsible for the stay, maintenance and repatriation of Work Permit holders.

You need to pay overtime for each Work Permit holder earning less than S$1,600 (basic wage) a month.

You cannot send your Work Permit holder to work for another company or your own subsidiary company. Work Permit holders can only work with the company named in their permit.

There are very serious penalties for employers who hire foreign workers without valid Work Permits.
