第一个，是因为what to do是固定搭配，就像fall in love表示爱上了某某而不是用go in love。是动词不定式的提问形式了，不过也不总是所有动词都有不定式的，比如make sb. do当中就不能用to。
第二个，显然是个倒装句，知道倒装句吧，但是因为是一般过去式的倒装，所以要用did来表示时态，而本身的动词就用原型了。

not only...but also里前句需要将助动词提前倒装
1.答案B，what to expect实际是expect what，这叫带疑问词的不定式
