I don't think so 与 I am afraid not 有什么区别?
前者解作"我不同意", 后者是"我恐怕不是". 两个都表示不同意的意见. 就意义来说分别不大. I am afraid not 就语气上似乎有礼貌一点.
看你用在什么地方了~~这两句话跟本就是没有什么区别。英语不能单独拿一个句子来说是什么意思~~

后者语气比较委婉！

I'm afraid not我恐怕不能吧. (应当是I'm afraid of
not或I'm afraid of I can not).
