1.本质上可以。as well as 可以是一个同级比较 “像……一样好” 而as表示“像”的意思时是一个连词，接句子。
He plays basketball as well as his brother
这个句子是我们经常说的，但是分析一下，前后比较的应该是两个动作，“他打篮球”和“他哥哥打篮球”一样好”，而不可能是“play basketball”和“his brother”的比较。所以，我们常见的这种说法是一种省略，完整形式应该是
He plays basketball as well as his brother（plays basketball）
因此，as well as 表示同级比较时后面可以接句子，不过习惯上为避免重复省略谓语部分。
