your company is invited to bid for the third party construction supervision for preloading, of the Dow Latex Train Three Expansion.
hard copy ITB document will be released by Dow on Jul.18.2006 to bidders through both fax and DHL. bids will be arrival at Dow's office by Jul.24.2006.
the Dow intends to engage a qualified third party construction supervision contractor for Latex Train Three Expansion project
1.provide the qualified engineers to form a field construcsion team for the quality management and control of the project construction per the procedure of construction supervision which issued by Chinese government authorities. One chief construction supervision engineer shall stay in this team for whole project construction stage, at the construction peak time , one full time field safety supervisor will be available on site . contractor can arrange the own resource for this project flexibly after owner’s approval. This resource plan shall be based on the field construction and the sequence of construction activities.
2.prepare the construction supervision plan and execution procedure for this project.
3.submit monthly report of construction supervision .
4.review the construction plan, safety plan , QC plan, construction schedule control plan which submitted by construction contractor .
5.facilitate weekly construction meeting with contractor and owner’s representatives, make the meeting minutes.
6.supervise, inspect the construction quality through witness, inspection, test and final acceptance inspection.
brice and terms of payment:
1.bidders are required to provide a lump sum bid for the third party construction supervision work, together with the unit rates and estimated engineering hours for various engineering personnel to be proposed for the work.
2.lump sum prices with the unit rate submitted with the proposal are fixed and firm and not subject to escalation and/or currency fluctuation during the duration of the construction period. Bids shall be submitted in Chinese Yuan.
3.The payment will be mouthly paid according to actual man hours occurs previous month and approved by Dow construction manager.
4.Bidders shall include the related certificate/license required to perform the third party quality construction supervision in the commercial proposal.
5.The parties shall execute a confidentiality agreement applicable to services performed by the contractor for the service.
6.The contractor must observe the safety and other rules required by the owner while the contractor (including its employees, agents, and third party contractors)is on any premises owned, operated, leased, or otherwise under the control of the owner.
the owner reserves the right to reject any or all proposals, or award the subsequent contract to other than the bidder with the lowest price,and is not obligated to provide reasons for the rejection of any proposal or enter into any correspondence on this subject.
