you should take gre before toefl,because:
1 you could master 7000+ words which covered toefl(about 2000+),doing so will save you a lot of time.
2 the gre certification term is 5 years,while toefl is 2,if you take gre first,you will have a chance for the second year's apply,when you failed first years.
3 the gre is a non-subject related exam,while the toefl is a language test,take gre first will garantee you get a high score on toefl like 620,which is good for your apply.

先考gre吧， 因为它5年过期，托福2年，另外你考了gre后会感觉托福相对简单一些。
