be friendly to 是对某人友善、友好
be friendly with 跟...友好,相当于
be on friendly terms with (=have friendly relations with)
be friendly to 对...友好
He is friendly to us all.
他对我们大家都很友好。
可能是be friends with吧，是和某人交朋友，与某人要好的意思。
be friendly to 是对某人友好。
be friendly with 与某人友好，跟某人做朋友
be friendly to 对某人友好
两者没区别，意思都一样，可以互换（我查过牛津英汉词典了）
