I am qualified to answer this question. All universities, except Chinese University of Hong Kong, adopts English as the only language of instruction and examination.

The Chinese University of Hong Kong adopts a bi-lingual policy to allow classroom instruction and examination in either English or Chinese.

There are some exceptions, depending on the department. For example, in the Department of Chinese language and Department of Social Work, Chinese is being used.

In the reality, it depends on the professors and the lecturers. In 80s, most of them speak English or Cantonese but after 2000, they speak putonghua.

When I first taught at University of Hong Kong, I used English but gradually switched to Cantonese.

Examination, except Chinese University of Hong Kong, must be done in English though.
